You need to unpack the .rar and put it into the \data-folder.

I already resolved this
The problem was windows 7 sucks and it recognizes pk3's as rar files.

Oops, that shows how much idea I have about Win... why doesn't it show the actual suffix? What a crappy system, ohmy...
Anyway, it needs to be put in the data-folder.
